Билль о правах включен в конституцию США в качестве ее первых десяти поправок. I поправка провозглашает свободу слова, печати, собраний, вероисповедания. IV поправка устанавливает гарантии неприкосновенности личности, жилища и имущества граждан. V поправка наряду с другими положениями провозглашает, что «никто не должен принуждаться свидетельствовать против самого себя в уголовном деле», а VIII поправка запрещает в ходе судебного разбирательства требовать «непомерно большие залоги», взыскивать «чрезмерные штрафы», налагать «жестокие и необычные наказания». Поэтому возможность заниматься оплачиваемой работой становится важной хотя бы потому, что она позволяет заключенным купить себе зубную щетку или крем для бритья. По данным союза, «в 6 штатах заключенные не получают никакой заработной платы, в 17 штатах они получают менее 50 центов в день, и в 21 штате их зарплата колеблется от 50 центов до 1 долл. в день. Лишь в 6 штатах заключенные получают более 1 долл. в день. В тех штатах, которые выплачивают какую-то заработную плату, возможность заняться чем-то весьма ограничена. В штате Иллинойс, например, заключенный может заработать всего лишь 32—55 центов в день, а работа имеется лишь для 1/3 всех заключенных. Новые данные опровергают представление о том, что вспышки ярости являются одним из проявлений эпилепсии Д-р Эрнст, работающий в клинике Лафайета и Центре по лечению эпилепсии в штате Мичиган, в течение 14 лет обследовал несколько сот пациентов с психомоторными припадками и пришел к выводу, что нет убедительных данных, подтверждающих широко распространенное предположение, что эпилептические припадки ведут к вспышкам ярости.
