К середине 90-х годов в ходе работ по данной программе ОКБ подготовило техническое предложение по одноступенчатому воздушно-космическому самолету с горизонтальным взлетом и посадкой Ту-2000.
К этому периоду в мире было известно несколько десятков проектов одноступенчатых ВКС, разработанных в разное время различными фирмами и научными центрами ряда стран, которые можно было отнести к двум большим классам: с двигательной установкой на основе ЖРД, и с комбинированной двигательной установкой, в состав которой входят воздушно-реактивные двигатели. Первая группа проектов, с учетом нынешнего уровня развития техники, на ближайшее время малоперспективна, так как представляет достаточно противоестественный симбиоз самолетных принципов полета в атмосфере с баллистическими носителями и ракетной двигательной установкой, которая из-за необходимости нести на борту запас окислителя имеет низкий удельный импульс, что требует очень легкой конструкции. Кроме того, минимум потерь характеристической скорости при взлете на ЖРД получается при вертикальном старте. Любая другая траектория увеличивает потери, особенно аэродинамические.
Исходя из этого ОКБ для Ту-2000 приняло концепцию ВКС, предусматривающую использование ВРД. В рамках принятой концепции ОКБ совместно с другими предприятиями и организациями изучало возможности специфической группы проектов с двигательной установкой, использующей ожижение атмосферного воздуха в полете. Такая схема силовой установки возможна, особенно если траектория разгона имеет участок накопления кислорода при скоростях полета, соответствующих числу М = 4,5 - 5. Однако сама возможность выхода на орбиту такого самолета и масса полезного груза зависят от габаритов и массы установки ожижения и разделения воздуха, для проектирования которой в то время не было необходимого научно-технического задела. Воздухозаборник этой системы создает дополнительное сопротивление, что заставляет увеличивать тягу ВРД и т.д. Даже при благоприятных результатах разработки достаточно сложных в техническом и технологическом плане агрегатов и систем ВКС с ожижением, он не имеет преимуществ по сравнению с ВКС с ПВРД (ГПВРД, ШПВРД). Трудность освоения данной концепции была подтверждена многолетней историей разработки британского проекта «Хотол». В рамках возможного пути развития ВКС концепция «Хотол» в ОКБ рассматривалась в 1986 - 1987 гг., но дальнейшего развития не получила.

В концепции одноступенчатого ВКС Ту-2000 выведение на околоземную орбиту выполняется с помощью комбинированной силовой установки, которая включает стартовые газотурбинные двигатели для взлета, начального разгона, маневрирования у земли и посадки, разгонный воздушно-реактивный двигатель (ГПВРД или ШПВРД) и жидкостной ракетный двигатель. Как и в случае с экспериментальным Ту-2000А, особенностью ВКС Ту-2000 является интегральная компоновка планера и его силовой установки, в которой нижняя поверхность фюзеляжа обеспечивает внешнее сжатие воздуха, входящего в ВРД, и служит верхней профилированной поверхностью сопла ВРД с косым срезом. Варианты с ГПВРД и ШПВРД отличаются типом и диапазоном работы ВРД и соотношением масс горючего и окислителя для ЖРД и, что самое важное, значительным увеличением массы полезной нагрузки (для ГПВРД - 0,5 т, для ШПВРД - 10т).

ЖРД с суммарной тягой 50 т. В первоначальном варианте ВКС Ту-2000 с ГПВРД имел следующие особенности:
- комбинированная двигательная установка из ТРДДТ, работающих до М = 6, ГПВРД, работающего в диапазоне М = 6 - 1 3 и линейного ЖРД, работающего в диапазоне от М = 6 и до М, соответствующего выходу на заданную орбиту;
горячая конструкция крыла и оперения, основным конструкционным материалом которых является никелевый сплав;
регулируемый воздухозаборник, обеспечивающий функционирование как ГТД, так и ПВРД, и закрывающий вход в двигатели на тех этапах полета, когда они не работают.
Все это требовало решения сложных технических проблем, в частности требовалось создать высокотемпературный вентилятор для ТРД (ТРДДТ) с рабочей температурой лопаток 2000 град. С, сложный высоко-нагруженный воздухозаборник и т.д.
Принципиально снятие этих проблем возможно путем внедрения ШПВРД вместо ГПВРД, разделением газотурбинной и прямоточной частей двигательной установки для ТРД и ШПВРД (ТРД со своим убираемым воздухозаборником на верхней части корпуса самолета, а ПВРД -на нижней. При этом диапазон работы ТРД ограничивается по верхней границе числом М = 2 - 2,5, что должно снять температурные проблемы с разработки ТРД. ШПВРД в этом случае работает в диапазоне скоростей полета от М = 2 - 2,5 до М = 20-25. Такой ВРД невозможно создать без глубокого регулирования его геометрии в зависимости от числа М полета во всем диапазоне его работы. С установкой ШПВРД значительно снижается потребная тяга ЖРД (более чем в три раза) и время его работы на активном участке. Поэтому, если в варианте с ГПВРД целесообразна установка одного большого разгонного линейного ЖРД в комбинации со специальными ЖРД системы орбитального маневрирования (ЖРД СОМ), то в случае ШПВРД возможна установка двух более легких ЖРД, используемых и для орбитального маневрирования. В варианте с ШПВРД общее количество топлива уменьшается почти на 20%, в то время как заправляемое количество жидкого водорода увеличивается на 40%. Поэтому объем топливных баков и габариты фюзеляжа в варианте с ШПВРД больше, он более критичен к весовому совершенству конструкции криогенных баков.
